HD NEXRAD Updated

The last couple nights I've been working on the HD NEXRAD product.

It now updates every 5 minutes on the server. The F5 Software still needs to be updated so automated updates accomodate that frequency, but if you manually refresh you should have a new image every 5 minutes.

Also, I did some work on the color scale, and a reported bug from user Tim Brasel.
